The 2022-2024 One UP Professorial Chair (PC) Awards
and One UP Faculty Grant (FG) Awards


At its 1309th meeting held on 22 July 2015, the UP Board of Regents approved the allocation of Php 100 million per year for the period January 2016 - December 2018 for approximately 800 professorial chair awards and faculty grant awards to be distributed among academic units across all the Constituent Universities. Named One UP Professorial Chair (PC) Awards and Faculty Grant (FG) Awards, these aim to further provide recognition and incentives to faculty members who demonstrate outstanding performance in two out of three work areas of the faculty: teaching, research or creative work, and public service.

The One UP Professorial Chair (PC) Awards and One U.P. Faculty Grant (FG) Awards are funded through the General Appropriations Act. Per the General Appropriations Act for FY 2022, Php 103 million has been earmarked for the awards. To encourage a higher standard of performance among the faculty, the Board of Regents approved the continuity of the awards subject to the availability of funds. The revised guidelines have also been approved by the Board at its 1340th meeting last 3 December 2018 to allow more faculty to apply. The call for applications will be announced by the Office of the President at a later date.

There are five (5) award categories:

  1. Outstanding Teaching & Research, or
  2. Outstanding Teaching & Creative Work, or
  3. Outstanding Teaching & Public Service, or
  4. Outstanding Research & Public Service, or
  5. Outstanding Creative Work & Public Service

A. TERMS AND CONDITIONS

GENERAL AWARD GUIDELINES

  1. Faculty members are invited to apply for the 2022-2024 One U.P. Professorial Chair Awards and Faculty Grant Awards (One U.P. PC & FG Awards) which are intended to further provide recognition and incentives to those who demonstrate outstanding performance in two out of three work areas of the faculty: teaching, research or creative work, and public service.
  2. Faculty members are asked to indicate targets for self-improvement in the three work areas and how they can contribute to their academic unit, the university, and the country in the next three years. This is based on the principle that one's performance is, first and foremost, inner- or self-driven. The targets will not be considered part of the criteria for the current award which is based on past accomplishments.

GENERAL CRITERIA

  1. The basis of the One U.P. PC & FG Awards is outstanding performance in two out of the three work areas of the faculty: 1) teaching, 2) research or creative work, and 3) public service. However, teaching is given primary importance no matter which work area combination a faculty applicant is vying for.
  2. The evaluation criteria and scoring rules are provided further below. Various accomplishments are assigned points.
  3. The criteria that contribute to new knowledge have no cap/limit on points (see further below).

ENTITLEMENTS

  1. Professorial Chair Awards of P10,000/month for 3 years are given to the highest performing full and associate professors.
  2. Faculty Grant Awards of P8,000/month for 3 years are given to the second tier of performing full, associate and assistant professors. Instructors who have demonstrated exceptional performance may also receive a Faculty Grant Award.
  3. Amounts stated are subject to disbursement rules stated (see below).

ELIGIBILITY FOR APPLICATION

  1. Full-time, tenured or non-tenured faculty members are eligible for the 2022-2024 One U.P. PC & FG Awards for outstanding performance in a field or discipline. Part-time faculty members with plantilla items such as those from the College of Medicine are also eligible.
  2. Faculty members on secondment, sabbatical, full time or part-time study leave, and other leaves during a portion of the evaluated period are eligible to apply for the award subject to the eligibility criteria set for the One UP Award (approved during the 1340th BOR meeting on 3 December 2018).
  3. Faculty must not have had any conviction for criminal or administrative offenses.
  4. Faculty awardees of the Scientific Productivity System (SPS), Arts Productivity System (APS), annual UP-funded CU-implemented Centennial Professorial Chairs and Faculty Grants (such as in UP Diliman, UP Los Banos, UP Manila) for outstanding publications, International Publication Awards, and awardees of national and international prizes or competitions, are eligible to apply for the One U.P. PC & FG Awards as long as they meet the criteria of the One U.P. Award.
  5. Faculty who currently hold professorial chairs funded by non-UP donors (e.g. UP Foundatiom Inc., etc.) for less than P10,000/month are eligible for the One U.P. PC & FG Awards as long as they meet the criteria of the One U.P. Award. They will continue to hold and receive funds from the privately funded professorial chair until its term expires, after which they will be transferred to and receive funds from the One U.P. PC & FG Award for the remainder of 2022-2024.
  6. Faculty who currently hold professorial chairs funded by private donors for P10,000/month or greater are not eligible for the One U.P. PC & FG Awards.
  7. Only faculty members employed by UP by 1 January 2019 are eligible to apply.

AWARD DISBURSEMENT

  1. The award will be terminated if the awardee receives any convictions for criminal or administrative offenses.
  2. Faculty awardees of One UP Awards may continue to receive entitlements in full if they get awarded SPS, APS, or annual UP-funded Centennial Professorial Chairs for outstanding publications, International Publication Awards, and awards of national and international prizes or competitions during the One UP Award's disbursement period.
  3. The Unit Head (Department/Institute/Center Chair) will be responsible in confirming that the faculty awardee complies with all these rules yearly through the submission of the Statement of No Conflict (SNC) to the Accounting and Budget Offices.
  4. Retiring and deceased faculty will cease to receive the One U.P. PC & FG Awards upon their retirement or end of service and will receive the prorated amount of the award in their last year of service.
  5. Retiring faculty who have been extended will continue to receive the One U.P. PC & FG Awards.

APPLICATION AND EVALUATION PROCEDURES

SCHEDULE

  1. The deadline for submission of applications online is on 7 July 2022 (Thursday, 11:55 pm).
  2. The evaluation period for the 2022-2024 One U.P. PC & FG Awards is from 01 January 2019 to 31 December 2021. Applicants must have been employed as UP faculty during the evaluation period.
  3. Awards will be announced on 30 September 2022.
  4. The award period is from 01 January 2022 to 31 December 2024.
  5. The award money will be released on the first or second month of each year, as soon as the faculty complies with the disbursement rules.
  6. Subject to availability of funds, a call will be made regularly.

SUBMISSION PROCESS

  1. Only online applications will be available through the UP Academic Data Collection Portal (https://adcp.up.edu.ph/). Faculty will be asked to upload scanned proof of accomplishments.

  3. Faculty applicant must log in with their official UP Email Account (ending in @up.edu.ph. Please contact the UP Helpdesk at [email protected] or your CU's computer center for inquiries on the setting up of the account). Please make sure to regularly check messages sent to this email address. Official messages and announcements will be forwarded to your your UP email address.
  4. The Faculty Application Module may be edited before, and until the deadline of, submission. Additional items that faculty want to submit past the deadline must be forwarded to the Unit Awards Committee (formed by each Department/Institute/Center or by College for smaller units). The UAC will need to approve these additions.
  5. All announcements will be done through memos and email blasts to registered accounts.
  6. College or academic unit officials may organize one- or two-day assemblies or make other arrangements to guide the faculty to fill up the application forms efficiently and meet the deadline for submission of applications. IT specialists of the college or members of ITDC, if requested, can provide assistance during these assemblies. To request, please email the Support Team.
  7. The Vice Presidents, other System officials, Chancellors, and other CU officials likewise may submit their applications with accomplishments and corresponding points/scores for teaching, research or creative work, and public service, which will be verified by their respective home academic unit's One U.P. PC & FG Awards Committees. The scores for UP administrative work will be verified by the President (for Vice Presidents, Secretary of the University, Chancellors) or by the corresponding direct administration supervisors of the other System and CU officials.

WORKFLOW

  1. Each academic unit (Department, Institute, Center) led by its head/chair will create a Unit Awards Committee (UAC), whose members will be selected among themselves the Committee chair. The UAC Chair may or may not be the Unit Head (Department/Institute/Center Chair). The UAC will be responsible for auditing and verifying the data/information and corresponding points/scores provided by the faculty. Endorsement, re-scoring, additional entry and other executory function are only available through the UAC Chair's evaluation account. other UAC Members have read-only access to the applications.
  2. If the Unit Head/Dean/Chancellor is also an applicant, please avoid assigning them as the UAC Chairperson.
  3. The Unit must submit a list of their Unit Awards Committee members with their corresponding UP Email Addresses to the Support team through channels (up to the Chancellors) to ensure that the ist is official. The list must also include the personal UP email addresses of the Unit Heads, Deans, and Chancellors (e.g. [email protected] NOT [email protected]). Please make sure that the list is provided to the Support team at least a week before the evaluation period starts.

GENERAL PRINCIPLES IN SCORING AND RANKING OF APPLICANTS

The UAC may decide to change the self-scored points but with justification. They may also accept new entries in case the faculty applicant can still improve their points. Faculty who attain the minimum point requirements will qualify for the One U.P. PC and FG Awards. The ADCP System initially selects the 2 work areas with the highest points for consideration. However, the UAC may override the selected combination in case there are sub-criteria that are not met and the faculty applicant will be more qualified in a different work area combination. The UAC may also mark the application 'ineligible' for non-score reasons but this will require entry of justification (pending case, has existing PC that provides more than P10,000 a month, etc.). The justification must be duly reviewed by the succeeding line officials.

For this call, ranking will now be strictly imposed. The general idea of the ranking is that, those awarded Professorial Chairs must be performing at a much higher standard than those awarded Faculty Grants. Hence, a Professor or an Associate Professor may be awarded Faculty Grants instead of Professorial Chairs.

Given that different fields will have different average scores, the UAC will have the authority to endorse the faculty applicant for a PC or an FG. Succeeding approving line officials will need to compare the scores with other departments or colleges to benchmark to either endorse the UAC's decision or return the application to the UAC with their recommendations. Rankings will be generated automatically by the system and may be requested from the Support Team.
